Role and responsibilities: In collaboration with the Country Directors and the Advocacy Manager, the Advocacy Coordinator provides overall leadership, representation and support the strategic direction to NRC’s policy and advocacy work in Latin America in the regional hub of Panama. S/he is responsible for identifying priority concerns for advocacy, strengthening the incorporation of advocacy into all aspects of NRC’s activities and guiding NRC’s advocacy messaging to promote an improved protection and humanitarian response environment in the sub-region. Duties and responsibilities Generic responsibilities: Adherence to NRC policies, guidance and procedures. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist. Promote the rights of IDPs/returnees in line with the advocacy strategy. Line management, including development of staff. Represent NRC to key stakeholders, strengthen strategic advocacy networks and identify opportunities to advocate NRC’s position in Panama. Contribute to development and implementation of NRC’s advocacy priorities, aligned to overall country strategy. Ensure advocacy coherence and reinforce effective synergies between programme and advocacy by working closely with programme staff to integrate advocacy into program planning and implementation. Contribute to creation of communication content on the humanitarian needs and NRC’s response of both operations and communication materials for displaced people and beneficiaries. Advise on media lines and media strategy, ensuring potential risks associated with NRC’s positions are assessed and sign-off procedures are adhered to. Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports. Specific responsibilities: Focal point for NRC’s participation in coordination mechanisms in Panama, including the Regional Platform for Venezuela Response and the NGO coalition LAC RMD Lead data gathering, analysis and producing reports and communication products for the REDLAC research project. Co-lead the advocacy activities with civil society organizations in Panama for input to the Global Compact on Refugees. Production of Protection snapshot briefings using: Secondary Data Reviews, primary data gathering through interviews, content analysis. Develop training modules and provide specific technical learning or/and training for project staff. Qualifications Context related skills, knowledge and experience (shall be adapted to the specific position): Knowledge of the context in Latin America, especially Central America Knowledge of the displacement situation in the region Understanding of international legal and policy processes relating to displacement Excellent communication skills, both written and verbal Personal qualities Generic professional competencies for this position: Minimum 3 years of relevant experience within field of expertise Technical specific knowledge from the humanitarian sector Professional knowledge about protection principles and advocacy, and the use of media for public advocacy Solid understanding of international legal and policy processes relating to displacement Documented/proven results related to the position’s responsibilities, particularly in analysis, drafting of messages, coordination and networking Experience training staff on advocacy and communications Excellent communication skills, both written and verbal Previous experience from working in complex and volatile contexts Documented technical competences related to the position’s responsibilities Documented results related to the position’s responsibilities Fluency in Spanish and English, both written and verbal We can offer Duration and Type of Contract: 12 months TheNorwegian Refugee Council (NRC) is an independent humanitarian organisationhelping people forced to flee.
