Overview: Founded in 2002, by President William J. Clinton and Ira C. Magaziner, the Clinton Health Access Initiative, Inc. (“CHAI”) is a global health organization committed to saving lives, reducing the burden of disease and strengthening integrated health systems in the developing world.CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.In Panama, CHAI provides strategic, technical, and operational assistance to Malaria Elimination Program of the Ministry of Health (MoH) with a long-term goal to enable Panama to achieve malaria elimination. Panama has a goal of eliminating malaria by 2025. The overall objective of CHAI’s malaria work in Panama is to ensure the MoH has evidence-based strategies, strong operational plans, and necessary financial resources to effectively implement interventions for elimination. CHAI works closely on a day-to-day basis with the Ministry of Health of Panama at central and provincial levels to strengthen case management by increasing testing and treatment and ensuring availability of case management commodities and by supporting analytics to improve prevention and response interventions.Role Overview:CHAI is seeking a highly motivated individual to work as Case Management Associate to be a key member of the CHAI team, providing technical and management support to the MoH for the effective implementation of malaria elimination, with particular focus on all aspects related to the introduction of safe radical cure for P. vivax. This scope of work will center on strengthening the availability and quality of malaria diagnosis and treatment services, providing technical support on strategies related to community health worker management and increasing case management service coverage through the monitoring and evaluation of foci management teams. Additionally, the associate will help explore the potential introduction and scale up of new promising tools for radical cure of P. vivax that have recently been introduced to the global market. The role requires a high level of coordination within the MoH, PAHO, IDB, and the CHAI team at global, central and subnational levels. The associate will support the MoH on conducting stakeholder interviews, conducting national coordination workshops, field evaluations and work plan development for the new P. vivax project.CHAI places great value on relevant personal qualities including resourcefulness, tenacity, independence, patience, humility, and strong work ethic. The ideal candidate will also possess cultural sensitivity and demonstrate high emotional intelligence, as they will be working closely with the government and external partners.The position reports to the Program Manager with technical support from the regional case management technical lead. In-country travel and occasional regional travel is expected on an as-needed basis.
Responsibilities:

Serve as the focal point and knowledge center for MoH and external partners on CHAI’s support on CHW networks, foci management teams, and new tools for vivax radical cure in Panamá.
Serve as focal point for case management within CHAI Panama through the design, implementation, and supervision of case management interventions.
Identify systemic bottlenecks in the MoH’s processes and develop novel tools and strategies that can be implemented at the subnational level.
Lead routine data consolidation and presentation of results on case management service coverage and progress towards elimination targets in sub-national geographies.
Conduct ministry and external partner stakeholder mapping and interviews to collect information related to coordination between government units for procurement and registration processes.
Build expertise on vivax radical cure tools and dissemination of evidence through providing technical support to the MoH for the planning and implementation of partner coordination meetings and workshops.
Develop evaluation framework, tools and plan to support the ministry in gathering information to assess systems for referral, pharmacovigilance and other health system components related to safe, radical cure delivery.
Lead development of evaluation reports and evidence dissemination presentations and meetings in coordination with ministry and external partners.
Track CHAI grant position-relevant deliverables and support donor reporting processes.
Coordinate with CHAI subnational team to simultaneously provide targeted support and relay implementation feedback to central level.
Represent CHAI in external meetings to provide project updates and technical guidance on safe radical cure activities.
Support MoH in developing or revising case management training materials, job aids, guidelines and other materials as required for trainings for central and sub-national level staff.
Other duties as assigned.
Qualifications:
Bachelor’s degree in public health, public policy, or similar plus a minimum of 2-3 years of work experience in the private or public sector.
Strong analytical skills and problem-solving approach.
Ability to build relationships; navigate complex government processes and influence decision-making in a professional and collaborative manner.
Advanced Excel skills and exceptional communication skills, including the ability to create compelling, logical presentations, using PowerPoint and other tools, and a structured and assured oral and written communication style.
Written and oral fluency in English and Spanish.
Advantages:
Masters degree in public health, policy or research.
Medical or healthcare experience.
Experience in supply chain management including registration and procurement processes.
Proven experience on strengthening coordination among diverse stakeholders.
Knowledge of malaria and/or other major global infectious disease problems.
Experience living or working in resource-limited countries and/or Central America.
