Click here to apply The Opportunity Under the direct supervision of the Response Team Leader and with technical support from the regional programme staff, the Regional Child Safeguarding Officer, and Humanitarian Child Safeguarding backstop will oversee the child safeguarding policy and quality standards implementation. Post holder will be responsible to set up child safeguarding and PSEA systems across the programs/projects/partners in Venezuela to ensure that quality child safeguarding practices are exercised and delivered across all sectors.

KEY AREAS OF ACCOUNTABILITY:

Child Safeguarding Standards are applied through the Venezuela Response (implementing partners and SCI direct implementation)

Undertake a child safeguarding audits and develop an action plan for the implementation of recommendations.
Coordinate with the Team Lead, Regional CSG Officer and Regional Senior Management Team to monitor the overall implementation of the Safeguarding Framework and Child safeguarding and PSEA policies in the Venezuela Response.
Ensure that the safeguarding mechanisms are in place and are subject to continuous monitoring/review.
Ensure that a mapping of service providers for children is completed in Save the Children’s operational areas and local procedures are developed and kept up-to-date.
Ensure child-safeguarding concerns are reported effectively in line with the policy, acting as the national level focal point.
Ensure that concerns and cases reported are followed up safely, effectively and efficiently and to the required standards.
Where appropriate, undertake child safeguarding investigations, sometimes in challenging environments and to rigorous timescales and standards, in coordination with the Response Team Leader and the Regional CSG Coordinator
Deliver on-going refresher training and CSG/PSEA inductions as appropriate.
Strengthen the capacity of HR to deliver CSG Inductions and mainstreaming child safeguarding in recruitment and HR practices.

Safe Programming

Identify potential risks to children in all the project activities including, work with programme teams to plan mitigating measures and assign staff to be responsible for the implementation.
Ensure that a child safeguarding approach is mainstreamed through programme design, monitoring and evaluation.
Ensure that the tools and knowledge is made available to response team and partners in the relevant languages and that they know how to access support and guidance.
Deliver high quality, accessible and reliable support, guidance and capacity to humanitarian response operational and programs team.
Coach and support areas/field Focal Points in order to improve Child Safeguarding and PSEA practices.

Mainstreaming Child Safeguarding with Partners

Develop a plan to mainstream child safeguarding, PSEA and safe programming standards with Save the Children partner organisations, in coordination with the Regional Partnerships Focal Point.
Work closely with partner organisations to develop and implement child safeguarding/PSEA procedures.
Plan and deliver training programs for partner staff.

Capacity Building
Deliver a suite of mandatory core training workshops as to enable staff with key responsibilities to undertake their roles and mainstream safeguarding functions.
Develop and provide contextualised training and support to staff involved in providing accommodation and care to unaccompanied minors.
Build the capacity of the CSG focal persons in appropriately identifying, responding to and reporting on child safeguarding/PSEA concerns.

Report and Case Management

Ensure that all staff in the Response team are familiar with the DATIX case management platform and other reporting mechanisms to report all suspicions of internal and external cases.
Promote the obligation to report CSG/PSEA suspicions and complaints within 24 hours through DATIX
Prepare and keep records of basic managerial and statistical information to have a view of the level of abuse and exploitation reported in the response.
Conduct monthly evaluation meetings with the LAC CSG Coordinator and Team Leader, to discuss and analyze open cases.
Monitor cases reported in countries attending the response to confirm that the reporting procedures are followed.
Identify training needs or disciplinary problems in case the reporting procedures are not followed.

In order to be successful you will bring/have:

Experience in child protection/child safeguarding practice in humanitarian setting.
Experience of managing as well as undertaking complex child protection/safeguarding investigations and or disciplinary investigations.
Experience on capacity building with different stakeholders.
Multi-disciplinary experience of working successfully with senior management.
Experience of planning and undertaking training programmes/workshops in child protection/safeguarding at a range of levels.
Excellent verbal communication and report writing skills
Excellent interpersonal skills
Ability to manage and maximise the benefits of cultural diversity.
Self-sufficient, proactive and self-motivating.
Ability to prioritise and deal with competing demands to deliver results.
Ability to provide remote and long distance support and establish supportive relationships and networks.
Awareness of own strengths and weaknesses and evidence of commitment to self-managed personal development.
