Organizational Context
The Disaster Law Programme based in Lima in the Americas is part of the Americas Disasters & Crisis Department which forms an integrated part of the Americas Regional Office and works in close collaboration with other Regional Units, Regional Representatives and Country Cluster Offices in the Americas and the Caribbean, as well as with Disaster Law Programme staff in Geneva and other Zones. The Disaster Law Officer based in Lima reports directly to the Regional Coordinator, Integrated Programmes.
Job Purpose
The Disaster Law Officer based in Lima is responsible to support the implementation of the work of the Andean Cluster in line with the Andean Cluster Operational Plan and Americas Disaster Law Programme Strategy, at the country level and in appropriate regional fora. It also supports connecting disaster law advocacy with the disaster management, humanitarian diplomacy and related initiatives of the Americas Region. The Disaster Law Officer based in Lima provides technical support and follow-up in the implementation of Disaster Law-related projects and activities in the Andean Community at both national and regional levels (CAPRADE) to achieve the objectives of the Andean Cluster in accordance with its Operation Plan and Americas Disaster Law Strategy Activities are carried out under the supervision of the Andean Cluster and in line with the technical guidelines of the Americas Disaster Law and Legislative Advocacy, Coordinator, together with Andean National Red Cross Societies and in close collaboration with other major stakeholders such as States, the United Nations, and other regional organisations concerned with disaster management.
Job Duties and Responsibilities
Responsibilities
Support the Andean Cluster with the implementation of Disaster Law activities at both national and regional levels.
Provide sound technical support to the Andean Cluster and Americas Disaster Law and Legislative Advocacy, Coordinator by reviewing case studies, national and regional Disaster Law-related instruments.
Support with the development of relevant material and with the preparation of the content and organization of events with National Societies and external stakeholders.
Support the implementation of the Andean Cluster Operational Plan and Americas Disaster Law Strategy in the Andean Community, in accordance with the Inter American Framework for Actions, the global objectives responding to the International Conference, as well as the Global Disaster Law Programme plan and budget.
Support the Andean Cluster with administrative procedures.
Key tasks: Under the supervision and in coordination with the Andean Cluster and Americas Disaster Law and Legislative Advocacy, Coordinator:
Assure proper execution of technical support projects and research, in particular through the initiation and follow-up on successful execution of the projects. Draft concept papers, terms of reference and other necessary project documentation and communication, in accordance with available budget.
Analyse legal instruments, draft commentary on disaster related legislation and provide technical advice on behalf of the DLP.
Support the development, dissemination and use of DLP instruments such as the Model Act and Model Decree, Checklist on Law and DRR and new Checklist on Domestic Preparedness for National Disaster Response.
As requested, undertake legislative advocacy activities, represent the IFRC at meetings as requested and give presentations on Disaster Law issues throughout the region to NS, governments and international organizations.
Organize and facilitate workshops, trainings and seminars on Disaster Law.
Prepare articles, newsletter content and other substantive and dissemination materials.
Contribute to the DLP Americas’ reporting tasks, including donor and programme reports.
Support the development of partnership with key stakeholders and academic institutions.
Support the formation of networks and disseminating legal preparedness information.
Deploy as needed to IFRC emergency operations, to advise operations managers on legal risk management issues and to gather information on disaster law issues for advocacy purposes.
Support the Andean Cluster with administrative tasks, needed.
Education
Advanced qualification in international law or related field
Experience
5+ years of work experience in a related area, particularly in legal or policy development
Demonstrated research, writing and reporting experience
Experience with networking and communicating with different stakeholders such as government, UN, NGOs and other organisations
Demonstrated experience in programme management
Experience within the International Red Cross and Red Crescent Movement, preferred.
Knowledge, skills and languages
Good knowledge and understanding of disaster management and law/policy-making processes
Good professional communication skills, both written and verbal
Excellent computer skills including knowledge of Microsoft Office applications
Ability to use own initiative and problem-solving skills
Knowledge of the International Federation’s policies and procedures, preferred
