Summary: The Executive Director (ED) reports to the CEO and will function as the chief
operating officer in Panama ensuring sustainable, transparent and efficient operations and
stewardship of both human and financial resources for the execution of the mission of Floating
Doctors. The ED will provide the leadership and management necessary to ensure that the
organization has the proper operational controls, administrative and reporting procedures, and
people systems in place to effectively grow the organization and to ensure financial strength
and operating efficiency.
Key Job Competencies:
- The ED is responsible for overseeing all program delivery in Panama.
- The ED will manage the leadership team made up of Panama-based directors including
but not limited to: Human Resources, Community and External Relations, Patient and
Volunteer Experience, Accounting, Auditing. As such s/he will oversee, direct, and
organize the work of the operations teams and report directly to the CEO.
- Attend board meetings of Floating Doctors and communicate board-set goals and
expectations to Panama based leadership.
- Propose specific mission objectives and strategic initiatives that promote the
effectiveness of Floating Doctors in program delivery.
- Promote policies and procedures that promote the culture and vision of the
organization, especially transparency.
- Establish and monitor staff performance and development goals, assign accountabilities,
set objectives, establish priorities, conduct quarterly or bi-annual performance
appraisals and recommend salary adjustments.
- Mentor and develop: assign accountabilities; set objectives; establish priorities; and
monitor and evaluate results.
- Program evaluation through interpretation of data and metrics.
- Manage relationships with partners and vendors; community organizations, providers,
businesses that make the mission possible.
- Interface with volunteers and teams when able; participating in one single-day clinic and
multi-day clinic per month (secondary priority).
- As a donor supported organization; maintain adequate financial controls and records to
insure proper expenditures and reporting as required by the board, desired by donors,
granting organizations, and regulatory agencies.
- Ensure that funds that are raised are put to good use towards the mission of Floating
Doctors so that maximum use of donated funds is towards direct service for the people
of the service areas of the facilities in Panama.
- Present the organization in a transparent and ethical manner at all times to all people
and organizations as outlined by the Floating Doctors board.
- Supervise the operations of the various clinics of Floating Doctors.
- Recruit, train and supervise necessary staff for the provision of direct services and
proper administration.
- File reports to various governmental agencies in a timely manner as required
- Upgrade and implement an appropriate system of policies, internal controls, accounting
standards, and procedures.
- Provide day-to- day leadership and management of personnel.
- Being responsible for the overall Big Picture goals and vision for Floating Doctors,
Panama. Understanding both the goals of the Board of Directors and needs of the on
the ground staff in Panama.
Minimally Required Job-Specific Competencies:
- Spanish and English fluency
- Minimum three year commitment
- Willingness to live on-site at our island headquarters in Bocas Del Toro, Panama
- Experience managing people in a leadership capacity
- Possess the ability to work collaboratively with a diverse group of colleagues in other
locations comprised of national and international staff from all over the world.
