Under the supervision and guidance of the HR Officer (Business Partner), the Human Resources Associate acts as business partner/support to his/her clients.
To do this, the HR Associate applies a client-oriented approach to deliver high quality, responsive, timely and equitable human resources services for UNICEF LAC Regional Office functional areas and country offices which include onboarding, staff entitlements, benefits, separation and other administration, in line with HR best practice and in compliance with UNICEF HR rules and regulations.
The incumbent will also be responsible to provide extensive guidance and support to newly appointed staff through training, coaching, work shadowing and contributing to development of best practices and business processes in the area of HR Administration, including monitoring of quality and efficiency in delivery of HR services as well as performance management of responsible staff under her/his supervision.
How can you make a difference?
We are looking for a dynamic Human Resources Associate to support UNICEF's LAC Regional Office to provide support and guidance to various specific HR areas (Onboarding, Maintenance, Offboarding) to help their clients in implementing their plans efficiently to attract, retain and/or motivate staff of the highest caliber. More specifically, the incumbent will be responsible for the following:
Onboarding
Provide support on the onboarding of new staff, reassignments, stretch assignments/exchanges, interns, UNVs and overall new team members to Regional Office assigned areas (e.g. travel, security, contract details, entitlements, relocation procedures, etc.) and coordinate required actions with the Global Shared Service Center (GSSC) and local Operations team.
Interpret and apply UN and UNICEF organization human resources rules, regulations, systems, procedures and processes as they relate to benefits and entitlements.
Maintenance
Ensure timely, transparent and systematic administration of HR benefits, entitlements, including: administrative action on contracts renewal, termination, performance management, and other HR activities.
Analyze policy changes to ensure staff entitlement and conditions of service issues are addressed.
Initiate the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.
Manage and address complex issues related to staff administration and benefits.
Perform quality assurance to ensure proper, accurate and correct entitlements for payroll.
Draft seasonal and annual reports for entitlement-related review, analysis and action.
Liaise with DHR, Staff Well Being Unit and Payroll Unit as well as other internal and external entities, e.g. Country and Regional Offices, UN Pension Fund, UN Tax Unit and UN Insurance Unit, to ensure staff are paid on time and correctly.
Offboarding
Provide support on the offboarding of both locally and internationally recruited staff for Regional Office assigned areas (appointment expiration, retirement, reassignment, resignation, etc.) and coordinate required actions with GSSC and local Operations team.
Support Business Partnering for assigned Country Offices
Contribute to the improvement of human resources services and ensure client satisfaction.
Through research of policies and analysis of data, provide support to the HR Business Partner in advising their clients on HR-related needs and developing subsequent plans of action.
Under the supervisor’s guidance, provide accurate and timely advice to clients on HR processes and policies, ensuring the highest level of client-orientation.
Conduct data summary and ensure accurate data related to staff entitlements and benefits is reflected and reported in a timely manner.
Provide quality assurance of International Professional (IP) and National Officer (NO) recruitment cases, in order to guide these through approval by management.
Lead an HR Centre of Expertise (CoE)
Responsible for disseminating knowledge about the assigned CoE and providing HR colleagues with support for implementing recommended best practices.
Provide input and subject matter expertise to the assigned CoE projects.
Work with HR Business Partners to identify, recommend, adopt and implement HR best practices and tools within the Region for the assigned CoE.
Keep CoE Sharepoint, documentation and processes up to date.
Create and update user training material on practices, processes, tools, and techniques and organize training sessions.
Monitor the implementation of CoE initiatives in the Region.
Participate and contribute to Key HR Projects
Contribute to assigned special HR projects by providing inputs and ideas.
Actively participate in the implementation of assigned special HR projects and work closely with Subject Matter Experts, Quality Assurance and other support functions.
Conduct analysis of data to inform the HR needs of the regional office.

Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization.
A minimum of 6 years of relevant experience in Human Resources is required.
Prior work experience with an international organization is highly desirable.
Prior experience and hands-on work experience of UN System/UNICEF's human resources, programme and management processes is considered an asset.
Prior hands on experience in field-office locations is highly desirable.
Previous experience as an advanced user or a subject matter expert in HR module of an ERP system is desirable.
Hands on, and practical experience is required, in analyzing and approving transactions, with understanding of benefits and entitlements in human resources administration or services is required.
Fluency in English and Spanish is required.
