Background The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with. Organizational Context The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The Disasters Managers (DM) are part of Federation’s resources for providing operational and strategic leadership for emergency operations. the DMs takes the lead in managing the Federation’s Emergency and disasters operation and supporting the National Society to plan and implement the appropriate response. Based on an identified gap in leadership capacity for medium to large scale emergency operations, the Americas Regional Office of the Federation created the Development Program for DMs, an emergency operations leadership development program, training and certifying capacity of future operations leaders. Development Program for DMs Talent Pool, is an integral part of the Regional Strategy for the Promotion of Gender Equity in the Leadership of Emergency Operations in the Americas. Job Purpose The selected candidates will be expected to develop their leadership skills and potential as per the agreement with their mentor and as established in their personal competency development plan. They will spend time on non-operational tasks for DCPRR in the Americas Regions to familiarize with IFRC Disaster Management, processes and procedures. if needed, deploy to emergencies and field operations with support of a mentor DM. The candidates are expected to spend approximately 6 months on trainings, missions or DMs Talent Pool program meetings over its entire duration. The program cannot be completed successfully without this commitment of availability for self-development and missions (for at least one month per year). Between assignments, the candidates will have regular mentoring by the assigned DMs either face to face or virtually. IMPORTANT: Please note that this development program is only open exclusively to current Red Cross and Red Crescent staff and volunteers from the Americas region. Job Duties and Responsibilities Development Program for Disasters Managers will learn how to lead and strategically position the IFRC support in complex and large-scale disaster response operations in order to maximize the value that IFRC can bring to affected populations. Program participants will learn to: Know the Standard Operating Procedures (SOP) and tools of emergency and disasters response system of the International Federation. Make an analysis of the political, military, social, economic and humanitarian context on which to develop a clear vision and strategy for the emergency response together with an Emergency Plan of Action with clear and measurable objectives. Lead the operation on behalf of the affected country/region, under the supervision and guidance of a mentor DMs, ensuring appropriate links with IFRC structure and host National Society. Ensure that the progress of the operation is routinely monitored against the key deliverables and milestones articulated in the response strategy and plan. Secure the buy-in and compliance of all Movement actors and make sure that adequate Movement Coordination frameworks are in place. Ensure that the plan of action is forward-looking, integrates early recovery, shelter, cash-based programming as appropriate and seeks opportunities to strengthen the capacity and the reputation of the host National Society. Work with resource mobilization to ensure that appropriate systems are in place and are monitored properly. Learn to formulate and present a DREF or Emergency Appeal according to the situation on the ground, the level of capacity of the NS and the scale of the disaster. Collaborate with technical units during emergencies and learn about their specific mandates Contribute to Operations lessons-learnt/Evaluation process Provide technical support and advice on personal arrangements for international pre-deployment as part of gender-based responsibilities. Across the Developing Disaster Manager Talent Pool program participants are expected to: Demonstrate self-awareness to learn and improve to reach the requested level Develop their Personal Develop Plan with their mentors Commit to develop, in coordination with their mentor, priority areas targeted for personal development through various means (reading, trainings, specific exercises or developments, etc.) Achieve 80% of their Personal Develop Plan during the length of the program Agree and sign a mentoring agreement Engage regularly (at east monthly) with their Mentor and peers to proactively share success and improvements Play an active role in the overall learning program Commit to be dedicated relevant amount of time across the year for self-development Commit to be available for at least 1-month operational deployment during the year Familiarize herself with specific IFRC secretariat DM procedures and policies Commit, once certified, to be able to deploy at least once per year in a leadership position for the IFRC Monitor closely any personal development related to the D-DM Program. Education Relevant university degree or equivalent knowledge Training in advanced disaster management skills Experience in and knowledge of project management Experience Demonstrated experience of successfully leading and coordinating large-scale humanitarian emergency response operations in a variety of contexts, preferably with the Movement. 5 years’ experience in disaster management, including managing staff. Knowledge and experience working with National Societies. Experience of working with, or alongside, non-Movement humanitarian organisations in emergency situations. Experience of successful institutional fundraising and managing donor relations. Knowledge and experience of Federation global disaster response tools (FACT, RDRT, ERU, etc). Experience of working with UN Humanitarian Coordination. Experience of leading and supporting multi-disciplinary and geographically remote teams in insecure and challenging situations. Knowledge, skills and languages Proven skills in strategic and operational planning, budgeting and reporting. Excellent political, diplomatic, communication and negotiating skills. Sound knowledge of, and commitment to, a holistic approach to disaster management, with an understanding of recovery, shelter and cash-based programming.
