"Background La Oficina de las Naciones Unidas contra la Droga y el Delito (UNODC) fue establecida para abordar los aspectos interrelacionados del control de drogas, la prevención del crimen y el terrorismo internacional en el contexto del desarrollo sustentable y la seguridad humana. Establecida en 1997, UNODC se financia principalmente a través de contribuciones voluntarias, especialmente gubernamentales. Su función primordial es promover la ratificación e implementación de los tratados internacionales, reformas legislativas e institucionales y llevar a cabo proyectos de cooperación técnica para monitorear, prevenir y contrarrestar la producción, el tráfico ilícito y el uso indebido de drogas así como el terrorismo, la corrupción y la delincuencia organizada transnacional, y los protocolos contra la trata de personas, el tráfico ilícito de migrantes y el tráfico de armas, de los que es su custodia. The Junior Technician position is located in Panama City, Panama, as part of the UNODC Regional Office for Central America and the Caribbean (ROPAN). The Junior Technician will work under the general guidance of the UNODC Regional Representative and the supervision of the CCP Project Coordinator. The Junior Technician will support the substantive and financial aspects related to the implementation of the project ""Global Container Control Program (CCP)"" of UNODC and the WCO in the Latin American region and the Caribbean region. Currently, the CCP is present in 17 countries: Argentina, Bahamas, Bolivia, Brazil, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Honduras, Jamaica, Panama, Paraguay, Peru and Suriname. Brief description of the Project: The Container Control Program (CCP) of the United Nations Office on Drugs and Crime (UNODC) and the World Customs Organization (WCO) promote international cooperation in order to improve port security that will serve not only to prevent drug trafficking and any other illicit container traffic, but also to facilitate legitimate trade and increase state revenue. To this end, the project works closely with national and international partners to: Establish Port Control Units (PCU) as profiling units for high-risk containers. Provide specialized theoretical and practical trainings taught by a team of international experts covering a wide range of topics and skills related to crime and drug trafficking. Improve cooperation with the private sector by facilitating legal trade. Activities to increase awareness and facilitate legitimate trade. Promote cooperation between competent national authorities. Duties and Responsibilities Under the direct supervision of the Regional Coordinator of the GLOG80 Project, Container Control Program (CCP) of the UNODC Regional Office for Central America and the Caribbean (ROPAN) in Panama City, Panama, the Technician (a) Junior will have the following responsibilities: Tasks related to the negotiation, planning and implementation of the project: Establish regular contact with counterparts and focal points of the Port Control Units (PCU) to coordinate the implementation, according to the work plan, of the project activities: workshops, meetings, evaluations, etc. Monitor, track and update information related to project implementation, including related activities and expenses. Support the continuous review of the budget, project reports and global evaluations, under the supervision of the Project Coordinator. Support the coordination and organization of the activities implemented by the project. Organize national and international conferences, meetings, training and workshops in the countries of Central America and the Caribbean region, including trips to events if necessary. Collect and analyze the data and statistics from the results of the CCP Program in the region. Prepare presentations on gender issues, human rights, international legal framework, etc. Carry out technical reports on the level of implementation of the project in relation to the objectives identified for each PCU according to the framework. Initiate procurement processes for all types of goods and services requested by the assigned project. Provides support in the formulation of terms of reference for the contracting of services related to the project. Any other function assigned by the UNODC headquarters in Vienna, and / or by the Project Coordinator or by the ROPAN regional representative, under the supervision and in coordination with the Project Coordinator. The job involves frequent contact and interaction with the following counterparts: Officials of the Port Control Units (PCU) and national focal points of the CCP Program; UNODC technical staff in Panama and the Region; Authorities and representatives of donor countries; United Nations agencies and other regional, subregional and international organizations; Government agencies in Panama and the region. The CCP Program team at UNODC headquarters in Vienna. The World Customs Organization (WCO), co-implementing agency of the CCP. Required Skills and Experience Education: Bachelor's degree in the areas of sociology, law, political science, international relations, administration, or similar; Experience: Two (2) years of experience in technical support positions for projects and initiatives in the following areas: Experience with the implementation and monitoring of programs Experience with initiatives on gender issues and human rights activities, including the drafting of terms of reference. Experience with analysis, statistics in technical investigations, including the legislative framework. Experience in organizing events such as trainings, workshops, meetings, etc. Experience in administrative procedures related to the implementation of international cooperation programs (desirable in UNODC mandate areas). Basic management of computer programs (Windows, Word, Excel, Lotus Notes, Power Point, etc.). Desirable experience with the UMOJA / SAP system. Required languages: Excellent command of Spanish and English, oral and written. Proficiency in another United Nations language will be valued."
