The GLS operates on a cost-recovery basis and has a global network including: - A headquarters-based LPSCM management in Geneva - A LPSCM office in Dubai - Four zonal logistics units located in Panama, Kuala Lumpur, Nairobi and Beirut - Logistics hubs - Country-based logistics set-up Link to the IFRC web-site: Link to the LPSCM web pages: This role is based in Panama, but operates as part of a Logistics, Procurement and Supply Chain Management Department
Job PurposeWorking under the manager Regional Operational Procurement unit, the Officer Operational Procurement shall contribute to the success of the regional Procurement Hub by ensuring effective operational and tactical procurement of goods and services for the region. The incumbent will ensure effective execution of operational procurement, support tendering for the countries within the region as required, ensuring best value for money objectives are achieved.
Job Duties and ResponsibilitiesKey areas of influence and key internal relationships include:Carry out operational and tactical procurement for the region, in strong coordination Senior Officer Regional Operational Procurement and manager Regional Operational Procurement unit. Be accountable to ensure the availability of all goods and services (right quality, right price, right time). This role carries accountability for ensuing compliance with IFRC supply chain standards globally. Charged with the preparation and issuance of local purchase orders for supplies, equipment and services.Key Accountabilities. To manage the provision of procurement activities for the region (depending on complexity of the file and the thresholds. If the files are too complex or above a certain threshold, the file will be submitted to Senior Officer Operational Procurement or manager Regional operational procurement unit). . To fully support the implementation of regional/global FA . . To support external sourcing request, including but not limited to, providing inputs for cost estimates and liaising with finance department on Invoices management. . Perform all procurement transactions as required . Actively work towards the achievement of the Federation Secretariat’s goals . Abide by and work in accordance with the Red Cross and Red Crescent principles. Perform any other work related duties and responsibilities that may be assigned by the line manager
Education.University degree in Business, economics, Engineering, IT or other relevant area..Professional Procurement Qualification highly preferred, preferred.
Experience. Minimum of 3 years of relevant experience in managing procurement operations. . Experience of managing and integrating tactical and operational procurement. . Experience within the commercial sector, preferred.. Red Cross/Red Crescent knowledge and experience, preferred
Knowledge, skills and languages. In-depth grasp of procurement practices.. Problem solving skills. . Demonstrated ability to analyse operational procurement impact, including at operational/institutional levels. . Commercial acumen and Proven negotiating skills.. Ability to work to tight deadlines and handle multiple tasks.. Ability to work in matrix environment.. Ability to work in a cross-cultural and cross-functional environment, strong interpersonal skills.. Ability to deliver efficient operational procurement in a challenging environment.. Ability to synthesise and analyse complex data.. A broad understanding of humanitarian issues, disaster recovery and related organization, preferred.. Fluently spoken and written English.. Good command of another IFRC official language (French, Spanish or Arabic), preferred.
