The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. Job PurposeThe International Federation of Red Cross and Red Crescent (IFRC) together with Partner National Societies is leading the development and application of a Humanitarian Health Competency framework for the Movement. With the increasing risk of recurrent and emerging disease outbreaks in the Americas region and the health dimension to most if not all disasters, the Americas Regional Office Health and Care Unit in conducting the Public Health in Emergencies (PHiE) training to better equip the Movement to respond to health in emergencies. The training has already been conducted in English and Spanish in the Americas in 2018. The consultant will coordinate the second Public Heath in Emergencies Training to be held in the Caribbean; provide technical improvements to the Public Health in Emergencies training scenarios that include a larger focus on vector control and emerging outbreaks to better prepare the Caribbean region for future and expected outbreaks of Zika and other diseases transmitted by the Aedes mosquito; and consolidate information from the training, to provide recommendation for inclusion of trainees on regional and global surge rosters for public health in emergencies.
Job Duties and ResponsibilitiesExpand the existing Public Health in Emergency training scenario include a larger focus on vector control and emerging outbreaks, utilising lessons learnt from the 3 year Zika response in the Americas Region to better prepare the Caribbean region for future and expected outbreaks of Zika and other diseases transmitted by the Aedes mosquito.Incorporate small and consistent changes to the training scenario to make is sufficiently different from the 2018 training and to enhance public health learning and understanding of the Emergency Plan of Action development process.Collate applicant details and assign each to blind scoring by facilitators.Coordinate the group of facilitators in their roles leading up to the training and during the training. Manage the learning website during the training in line with the problem based learning and scenario development format and ensure it contains past and recent relevant materials from IFRC and partners. Finalise training agenda and brief facilitation team on same.Contact and coordinate with applicants indicating acceptance or rejection and send further pre-training work as necessary. Track completion of assigned pre-work and follow up with participants and their National Societies where needed. Assist and support administrative and logistics efforts of the training.
EducationDegree level in health.IFRC Training Course on PHiE, CBHFA or equivalent knowledge and experience
ExperienceNot less than 3 years of progressive experience in a medical, community Health or Public Health PositionExperience in Health Emergency responseExperience in developing and implementing learning frameworks. Experience in training of health personal and capacity building.
Knowledge, skills and languagesKnowledge of good practices in adult learning, problem based learning, and training methodologies.
