PanamáHIAS seeks a Development Officer to support the HIAS Global Programs team to write and submit high quality concept notes, proposals and reports for HIAS operations in Africa and EurAsia. S/he is responsible for building and developing relationships with government, private and corporate funders and UN agencies while expanding HIAS’s regional networks. The Regional Development Officer acts as a representative for HIAS at donor meetings, ensuring strong representation of existing potential programs. This position will be based in Africa, preferably Nairobi, Kenya.

Essential Functions:

External Responsibilities
Produces high quality proposals for institutional funders, working closely with country, regional and finance teams to gather needed information, ensuring clarity and consistency, and adhering to donor/HIAS guidelines and policies.
Cultivates relationships with funders and prospects to broaden networks, identifies potential funding opportunities, and solicits support.
Participates in outreach to and in-person meetings with new and potential donors in order to increase the profile of HIAS programs and its funding portfolio.
Maintains ongoing familiarity of specific financial and in-kind opportunities within donor, corporate and individual funding mechanisms that align with HIAS’ priorities.
Builds and grows our network of relationships that support program-related development opportunities with new donors.
Internal Responsibilities

Works with Senior Development Officer, Institutional Development, Program and Finance teams to develop and prepare funding documents which includes communication on proposal and reporting deadlines, guidelines and policies to program and finance staff, updating the online grants tracking tool, and other tools as needed to ensure proposals and reporting are delivered efficiently and on time.
Supports proposal development together with country staff for new and existing institutional donors, ensuring a high quality and winning submission.
Works with other institutional development staff to research and identify potential funders and adds to fundraising strategies for countries and technical areas, as needed.
Writes and edits proposals and reports and develops budgets, in close coordination with Programs and Finance staff.
Ensures quality information management related to grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal HIAS records.
Develops materials for regular communications with funders and prospects, and as requested by other departments.
Monitors donor trends and relevant grant-making rules and regulations for changes and developments.
Represents HIAS and liaises with donors and partners.
Performs other tasks, as assigned.
Qualifications and Requirements:

Undergraduate degree required; graduate degree preferred.
A minimum of four (4) years of experience in grant writing and management, proposal development, and partnership development; a proven track record in Institutional Development and relationship management in the U.S. preferred.
Fluency in English (oral and written).
Must be a citizen of an African country; work authorization in African country required.
Significant experience in researching and identifying major new funding prospects; proven experience receiving grants from government, private and corporate donors.
Ability to work independently; outstanding written and verbal communications skills.
Significant financial and budget management experience and skills.
Previous professional or volunteer work in refugee and IDP programs.
Exceptional communication and relationship building skills; must demonstrate a strong sense of vision, a collaborative work style, and the capacity to engage support and supporters for HIAS.
Strong organizational and time management skills with ability to meet deadlines in a fast-paced environment; able to adapt quickly to changing circumstances.
