The role holder will strengthen Country office and Regional office capacity to provide high-quality Education in Emergency (EiE) programming. S/he will provide strategic and technical leadership and assume responsibility for the growth, development and quality of the portfolio, with a strong focus on children in a migratory context. She/He must have a proven track record in education in humanitarian contexts, as well as experience in programme design, capacity development and programme delivery.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and to be available to deploy. Must be available to travel regularly to provide technical support to the Venezuela Humanitarian response.
KEY AREAS OF ACCOUNTABILITY :Venezuela Migration Response EiE technical support
Develop and review Education strategies and plans, emergency preparedness plans and education budgets, in line with the Venezuela Response Plan and evolving context.
Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, such as the REDLAC Education Cluster and the Response for Venezuela Platform R4V Education Sector, ensuring the specific needs of children and adolescents are beingaddressed.
Stay updated on how the context evolves and cluster strategy or humanitarian response plan is
updated or changed, as the context changes, in evolving organizational priority areas.
Strengthen EiE capacities and Emergency Preparedness
Provide EiE technical support in the context of regional and country-level humanitarian responses in the region.
Support EiE assessments, education sector response strategy design, proposal development and EiE evaluations in the region.
Provide inputs into CO EiE strategies and ensure that EiE is contemplated in CO Emergency Preparedness Plans.
Programme Development
Identify new opportunities and lead on programme development for EiE in close coordination with NBD & Awards, Finance, Programs and Operations.
Grow Save the Children’s Education in Emergencies portfolio sustainably and strategically, consistent with the LACRO key priorities and strategies and the needs of children in the LAC region.
Ensure updated and accurate information for use in programme development.
Work with colleagues from other sectors to coordinate on and integrate programming to ensure all children’s needs are met.
Coordination and Representation
Ensure that Save the Children is fully meeting its responsibilities as co-lead of the REDLAC Education cluster and co-lead of the R4V Education Sector Group and other regional EiE coordination mechanisms.
Lead the education sector strategic/work planning in collaboration with UNICEF.
Ensure that key partners are represented in the Education clusters and that activities are implemented to achieve key IASC and R4V accountabilities.
Represent Save the Children in regional and global fora.
Advocacy and Knowledge Management
Help to clearly articulate the Education advocacy messages for the LACRO, in cooperation with Advocacy and Communications staff.
Support the roll out of SC Education Common Approaches in humanitarian contexts in the region.
Lead on evidence and learning initiatives in LAC related to EiE.
Work at the policy level with high-level decision makers from regional children´s rights and human rights bodies and governments in strategy development, policy making, and technical discussions, as well as negotiating to determine priorities for development.
Advocate for policy reforms that will ensure the centrality of children’s right to education and human rights within humanitarian and migratory contexts.
Humanitarian Responses and Emergency Preparedness
Provide EiE technical support in the context of regional and country-level humanitarian responses in the region.
Support EiE assessments, education sector response strategy design, proposal development and EiE evaluations in the region.
Provide inputs into CO EiE strategies and ensure that EiE is contemplated in CO Emergency Preparedness Plans.
In order to be successful you will bring/have:Humanitarian professional with academic qualifications in education and/or humanitarian management or other relevant field with significant experience in education.
Significant (at least 7 years) professional experience of working at a senior advisory level in international INGOs.
English and Spanish language ability required, French is desirable.
Substantial progressive, professional-level experience at the management level with experience in early childhood and/or primary education.
An ability to effectively negotiate with prospective donors and a demonstrated ability to develop and write detailed technical project proposals meeting donor requirements, including budgets for the same. Strong report writing skills.
Experience in promoting and mainstreaming Child Rights Based programming in education programme design, implementation and evaluation.
Ability to perform at a senior policy level must be demonstrable, and good communication, advocacy and leadership skills are critical.
The ability to liaise and effectively coordinate with government, local NGOs and community initiatives. Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
Proven experience of living and working in insecure environments, able to follow security guidelines.
High level of computer literacy.
